The Opportunity
- Lead eleven departments and ~380 employees; manage FY 2026 budget of $113.25M.
- Drive the Strategic Plan with an emphasis on sustainable development, pedestrian-friendly planning, and transparent, data-informed governance.
- Strengthen fiscal stewardship, public safety capacity, and infrastructure investment—without losing Helena’s small-town feel.
- Champion an employer-of-choice culture, leadership development, and succession planning.
Primary Responsibilities
- Oversee city operations; implement Commission policy and priorities.
- Lead a multi-department executive team to deliver efficient, transparent, people-centered services.
- Steward the annual budget; advance long-range financial planning and capital strategy.
- Advance sustainability and mobility—including complete streets, trail connectivity, and resilient infrastructure.
- Deepen community engagement, equity, and intergovernmental partnerships.
- Modernize operations (ERP, digital permitting, open data) and drive continuous improvement.
Qualifications
Any combination of education and experience that demonstrates the requisite knowledge, skills, and abilities may be considered. A typical path includes a bachelor’s degree in public administration, political science, business/finance, or a related field (master’s preferred) and seven (7) years of progressively responsible local-government leadership. ICMA-CM credential is preferred. Must be bondable, possess a valid driver’s license, and establish residency within Helena city limits within 12 months of employment.
Bonus points for demonstrated success in strategic planning, sustainable development, community/economic development, capital planning, and inclusive leadership.
Compensation & Benefits
